The government is not only a ruler — it is a busy part of the economy. In this lesson we see how the government is a PRODUCER, making goods and services that private businesses cannot or will not provide well. We meet two special kinds of goods: public goods, like street lighting and defence, and merit goods, like education and healthcare. We look at Namibia's own state-owned enterprises — NamPower, NamWater, TransNamib and the NBC — and we see how the government is one of the largest EMPLOYERS in the whole country. Finally we learn the five reasons the government produces at all, and why its aims differ from a private firm's.
