A country does not become developed by accident. It plans. In this lesson we learn how Namibia plans its future using National Development Plans (NDPs) — five-year government plans that give the country direction through planning, implementation and outcomes. We sort out short-term, medium-term and long-term planning, meet Namibia's Fifth National Development Plan (NDP5) with its four pillars, and the Harambee Prosperity Plan with its five pillars. Finally we practise the important exam skill of evaluation — weighing the strengths of these plans against the real challenges of funding, drought, unemployment and slow delivery, all on the road to Vision 2030.

- Evaluate an example of a National Development Plan: Namibia's Fifth National Development Plan (NDP5) and the Harambee Prosperity Plan (HPP), with reference to their main objectives, goals, strengths and challenges
